Social Welfare: In the service of Needy & Downtrodden

              The basic mandate of the Social Welfare Department is to provide institutional arrangement and community based services for protection and care of vulnerable sections of the society viz. children, the aged, the disabled, and women in need of help. It also has schemes and projects for dealing with social evils like alcoholism, drug abuse, dowry etc. The following activities were undertaken during the current financial year 2011-12.  

 
 Welfare of Senior Citizens

         a)   Old Age Pension @ Rs.1000/- disbursed to 7002 beneficiaries through banks up to Feb. 2012.

        b)   Indira Gandhi National Old Age Pension @ Rs.200/- p.m disbursed to 1028 beneficiaries upto Feb. 2012 through individual bank account.

         c)   Maintained of One Old Age Home with 17 inmates functioning at Ferrargunj, Abhuday Complex.

 
 Empowerment of Women

a)   Widow Pension @ Rs.1000/-p.m. disbursed to 4749 beneficiaries through bank up to Feb.2012.

b)   Maintained of Three Working Women’s Hostel One at Phongy Chaung, Dollygunj and Car Nicobar. Altogether 76 working women have been accommodated in these hostels with required facilities.

c)   Financial assistance provided to 207 destitute women @ Rs.1000/- pm. upto Feb. 2012.

d)   Maintained of 11 Day Care Centres in different parts of these islands with 285 children.

e)   Apart from the above stated schemes the Department is also looking after the Welfare of Women & Children as per the various Acts and Rules in force under the Govt. of India.

f)    The Department has appointed 6 Protection Officers under the Protection of Women from Domestic Violence Act 2005.

g)   The Director, Social Welfare has been appointed as the Dowry Prohibition Officer under the Dowry Prohibition Act.

h)   Six Child Marriage Prohibition Officers have been appointed as envisaged in the Prohibition of Child Marriage Act 2006.However no cases of child married has been registered in this UT during the last 3 years.

i)     So far as this UT is concerned, the crimes rate against women is under control which may be seen from the enclosed annexure. There is no delay in registering/investigating crime against women in this UT.

 

Welfare of Disabled 

a)   The Department has introduced a new scheme viz.“Financial Allowances to Disabled” w.e.f. October, 2011. The persons with 40% disability and above in the age group of 1 years to 59 years having family income less than Rs.2.5 lakhs P.A are eligible to get financial allowance of  Rs.1000/- p.m. 1696 beneficiaries have been assisted upto Feb. 2012.

b)   A new scheme “Scholarship to Disabled Students” has been introduced. Under this scheme students imparting training in Certificate Courses, ITI, Polytechnic will be given financial assistance in the shape of Rs.1000/- per annum to Hosteller as well as Day Scholar. In addition to this a sum of Rs.8000/- per annum for maintenance allowances.

c)   Rehabilitation Centre under NPRPD (National Programme for Rehabilitation of Person with Disabilities) is functioning at G.B. Pant Hospital.

d)   District Disability Rehabilitation Centre (DDRC) functioning at Brookshabad in collaboration with National Institute of Orthopaedic Handicapped, Kolkata (NIOH).

e)   Disability Camps held at Car Nicobar and Campbell Bay were organised during August, 2011. Similar Camps held in South, North & Middle Andaman during October, November & December, 2011 to assess their disability and issuance of Disability Certificate and other assistances.

 
 Welfare of Juveniles

a)   Maintained Special/Observation Home for delinquent juveniles with 03 Juveniles.

b)   Maintained Children Home at Ferrargunj, under JJ Act for children in need of care and protection with 15 boys.

c)   Two NGOs viz. Ramakrishna Mission and Seva Niketan are receiving grants for maintenance of Destitute Children Home. Altogether 124 children are being maintained by the above NGOs. Applications invited for identifying new eligible NGOs working in the field of Child Welfare.

 

 Integrated Child Protection Scheme (ICPS)

The U.T Administration has entered into an agreement and signed a MoU with the Ministry of Women & Child Development for implementation of ICPS Scheme in this U.T.

The Administration has setup the following structures:

a)   State Child Protection Society (SCPS) has been registered under Society Registration Act, 1860 vide registration no 1414/11 dated 17.10.2011.

b)   State Adoption resource Agency (SARA) (Functioning)

c)   Juvenile Justice Board (Functioning)

d)   Child Welfare Committee (Functioning)

e)   Special Juvenile Police Unit (Functioning functioning in the police Station)

The U.T Administration is examining feasibility to setup State Project Support Unit (SPSU) and District Child Protection Unit (DCPU)

 
 Home for Orphan Girls

a)   Maintained of one Orphan Home for girls with 16 orphan girls upto Jan. 2012. Inmates of the home are being provided with all basic amenities, care and protection, education and vocational training.

 
   Welfare of Minorities   

 The following scholarship schemes are implemented during the year 2011-12:-

a)  Pre-Metric Scholarship: - To the children of parents of minority communities having Annual Income below Rs.1.00 lakh are eligible for availing scholarship under Central Scheme of Ministry of Minority Affairs. Altogether 149 students have been selected under the scheme for the year 2011-12. An amount of Rs.2,92,004/- lakh received from the Ministry for disbursement of Scholarship for 237 No. of students.

b)  Post Metric Scholarship: To the children of parents of minority community having Annual Income below  2 lakh. are eligible for availing scholarship under Central Scheme of Ministry of Minority Affairs. Altogether 8 students have been selected under the scheme for the year 2011-12. Release of fund by the Ministry is awaited

c)   Merit–cum-Means: - To the children of parents having Annual Income below Rs.2.5 lakh. Applications yet to be received from eligible candidates. An amount of Rs.3,53,125/- lakh received from the Ministry during 2011-12 for disbursement of Scholarship for 7 students.

  Welfare of Minorities   
 

a)   Construction of 8 Anganwadi Centres in Katchal, Nicobar District under Multi Sectoral Development Programme in Minority Concentration District completed. Revalidation sanction of fund amounting 114.30 Lakh received from the Ministry which has been placed under the disposal of APWD.

b)   Providing Modern Teaching Aids to 25 Schools under MSDP Nicobar District is in progress an amount of Rs.6.25 lakhs receive from the Ministry placed under the disposal of the Education Department for procurement of modern teaching aids.

c)    DPR regarding installation of one number 50kw-SPV at Kimios village, Car Nicobar and other Solar Photo Voltic devices the Nicobar Group of Islands under consideration with the Ministry for approval.
